The Alameda Marina Shoreline Improvement Project is a resiliency project along approximately 1-mile of the San Francisco Bay waterfront in Alameda, California. JMC was retained to complete an initial due diligence analysis in support of planning decisions and secure authorizations pursuant the CWA. JMC also oversaw the hydroacoustic analysis for underwater sound impacts on marine mammals and fish and provided overarching regulatory guidance on project effects on marine mammals, listed fish species, and listed bird species.
JMC obtained project authorization pursuant to section 404 of the CWA via multiple Nationwide permits from the USACE. As a part of this effort, JMC prepared a biological assessment for project-related effects on least tern and assisted the NEPA Lead Agency (USACE) through completion of section 7 consultation with NOAA Fisheries (for listed salmonids and green sturgeon) and USFWS (for least tern). CWA requirements also included procurement of a 401 Water Quality Certification from the RWQCB for this project. JMC’s extensive knowledge of the CWA regulations and relationships with agency staff reduced time required to secure permits from both the USACE and the RWQCB.
